My advice would be that people who want to be mods shouldn't go hunting for things to report but rather if you see something that needs reporting while you do normal things around the site then report it. I applied a couple of months ago and forgot that I even applied. Went about my daily Gaian activities during this period of time and then out of the blue I was approved.
There is a minimum number of reports we like to see, however. If you don't see enough violations during your normal activities, consider going outside your standard range and maybe visit some forums you don't know. Familiarize yourself with the rules, then report violations. The report system is a good way to show that you know the rules and know how to learn the rules for a place you may not otherwise know how to report in. At the very least, there isn't a reason to avoid looking for things to report. Anything reported, whether or not you think it'll help your chances, whether or not it ends up getting you in as a mod, helps the mods handle inappropriate things.
As always, though, accuracy IS important. Knowing what rule is being broken and what should be done about it shows your knowledge better than simply leaving the reason blank.
