I applied a week ago with my main account and still dont receieve a message?
Whehn i apply again it sayd "Sorry, but we're not accepting applications at this time. Please try again later."
does it mean i've been declined?

Patience is key when applying.
There are 99 other applications other than yours, and they dedicate a lot of time investigating each person individually.
To give you an idea of the time frame you're looking at,I applied in August of 2008,and received a response around Novemberish.

It will take a while,but they don't give a concrete time frame.

And that message just means that the application queue is filled for the time being.
They'll send you a message if you are accepted or declined.
