It pretty much just happens at random intervals. There really isn't a specific time when they accept applications, so you'll just have to keep coming back and checking the link.

Actually, the process can take up to six months.

Keyword, it "can" take up to 6 months. Doesn't mean that it will be 6 months.

Mods are known for doing their job fast. So I am assuming that the people that watch over the mods are even faster.
