Wrap everything in your about panel in the list BBcode tags

[list][/list]

In your CSS, use
#id_about {overflow: hidden;}
#id_about ul {width: value;}
Set the width of the 'ul' element wider than that of the parent, about, element.

I do not recommend or support this though. Not everybody has a mouse wheel or a middle click for scrolling.
