The bg is pretty, and it is simple <3
The only part I could see being an issue is the name, because they are usually longer than four letters so the font would need to be smaller....I'm not sure how easy that font is to read in a smaller size!

I was such a photoshop fangirl, You can do almost anything in it, and I still find that I have trouble doing certain things in SAI that would be so easy in photoshop, but I'm just rusty D: So I still love PS <3

Quick question about the Certs. Are you anticipating having a different Cert for when a "Civi" becomes a Senshi, or even a different one for the Guardians?? If so, you might be able to choose multiple Certs that you like. Anyways, I was thinking up one, but I think it would be more appropriat for a Senshi than for a "Civi"...
