If we're talkin' about the banks, it's absolutely Dubya's fault (also Phil Gramm, Mark C. Brickell) and people should own up to that rather than trying to retroactively blame the current president for the failures of past ones.

And he has done his best to withdraw in an orderly fashion from Afghanistan and Iraq. We at least have a staged withdrawal scheduled for the war now which is a darn sight better than the village idiot Dubya managed to come up with.

Afghanistan is set for a complete withdrawal of alliance forces by 2014 when the democratically elected government is strong enough to deal with the Taliban on its own.
This plan had been in place for almost an entire year now.
