I'm more annoyed that they're eating mice and dogs, but their main interaction with bears, which I guess are still kickin', is trying to drive them out of town. I don't know what planet Suzanne Collins is from, but whether their big, bad, obviously Roman overlords frown on poaching or not, bears are consummately edible, being an enormous slab of meat. Not to mention their other useful components. I'd expect the bear hunters to be popular dudes.

I guess the ban on weapons would make it tricky, but still.
