All of the following are event-only Pokémon, so they can't be traded on GTS(strangely they can be requested). You only get the message for those kind of Pokémon.

Deoxys (if you obtain in ORAS it's tradeable in GTS)

Darkrai
Shaymin
Arceus
Victini
Keldeo
Meloetta
Genesect
Diancie (unless it's hacked)
Hoopa (unless it's hacked)
volcanion (unless it's hacked)

notice: pokemon can be special if they are not on this list and it's because it was obtained outside your game from an event. this list is for all the pokemon you can never obtain from GTS.
