To my knowledge, if a Pokemon has two abilities it can normally have (this does not include Hidden Abilities), then you can use the Ability Capsule to swap between them.

In the case of Togekiss, its two natural abilities are Hustle and Serene Grace. Using the item pretty much swaps the ability for the other one. o3o
