+speed stat would be good on lucario its just that yours is -attack which is what lucario is usually using x_o

You can still use that shiny lucario its just that it'd be better if you ran special attack moves and gave it special attack EVs instead. Speed is important as well since sweepers want to move first so they don't get owned xDD EVs for lucario would be something like 252 special attack/252 speed and the last 4 in def/special def/hp depending on his stats. I didnt really look up his base stats but your EVs would be something like that ;o
