I think they may have kept the encounter rate the same, because it was pretty high in X and Y to begin with.

I know that X and Y had doubled the encounter rate from previous games to less than 8 random generated number to less than 16. Not sure about ORAS yet because Bulbapedia doesn't have all the info on them since they just came out.
