Objectively speaking, Arceus is the best. It has a higher BST than any other Pokemon in the game, which allows it fulfill pretty much any role effectively. Combine that with the ability to be whatever type it wants and with a gigantic movepool and you have yourself an unstoppable killing machine. Swords Dance and Extreme Speed on a Normal-typed Arceus basically give you something that cannot be outsped and which will one-shot anything that's not a Ghost-type.
