There's more to it then that, though. I'm almost certain Pikachu used 5 moves in the Ducklett Trio episode, but it stopped using Volt Tackle after it learned Electro Ball in that same episode.
So does Pikachu know Electro Ball, Thunderbolt, and Iron Tail in best wishes?
Yes. IIRC, Pikachu's moveset going into Best Wishes was Thunderbolt, Quick Attack, Iron Tail, and Volt Tackle. Once learning Electro Ball, Volt Tackle is never used again.
And It knows tackle as well. Pokemon cant forget and remember moves again.
When was Tackle used in BW?
In training somewhere before the Ducklett Episode.
