» If you use it for your own profile, yes. If you sell said profile, no. Both the Mini Shops and PG rules state that you may not trace another image and sell them as your own work. ^^

» Gaia avatars and items may be used for the products of your shop as long as the sales are conducted on-site and for Gaia gold. So, yes, you may use them in your shop. ^^

I went through the VIZ site and it said that you can't use any of the copyrighted manga/animes for commercial use and this is commercial.

» Most shops in violation of the rules are dealt with as they are found. It is, however, impossible to find them all. But, the moderators are certainly working on informing people of the rules. <3

If someone were to use, let's say, the Ticklish Designs Oekaki Board to draw a background for a picture, and that someone were to make a shop that selled those, would that someone get into trouble on Gaia?

Is it alright to do that, with permission from T.D. Oekaki?

I usually download my brushes from a site that has copyrights essentially its a tool to create my own artwork like how someone used a program as a tool to create this website or the avatar images, but technically I can still use them right?

Don't "stock images" imply that you don't need permission from the owner? That's why they're called stock. confused

It's perfectly legitimate to provide a link back to their website, but you don't need to ask for permission.
