Coding No thanks. I can do the coding myself, I just can't make graphics. xD.
Anything Else?: Could you also make three little buttons (300w x 250h) that lead to each thread labeled: IC, OOC, CT. Also, could you make a 200x40 banner with the title of the thread in it? That would be AH-mazing! :3 The only other thing I can think of if (I don't know if you have the ability to do this and if not that's fine) but if you could put some Korean lettering in the pic somewhere, doesn't matter where. But that's if you can.
Payment: 100K + 10K tip if I super love it, which I think I will. I hope it's not too big of an order. :3
