Approach an English teacher, or the office. You'd need a teacher that'd be willing to back it.
Second that; find a teacher. An English teacher might be hit or miss; it's an old stereotype that many English teachers love drama. Get a sense of how much interest there is within the student body as well. Are there other students you already know are interested?

Try to have some idea of how much to expect from the school. Are you just asking for a classroom to use, or are you asking for funding? Are there many/any arts programs at your school? How much support do they get?

Also, if you do end up asking the school for support, you'll need to pitch it in a way that will catch their interest. What could a drama program offer your school? Make it sound like you would be doing THEM a favor by putting together a drama club.

are school has a chior and visual art class thats it and a writeing club I think
as stated before, find a teacher, maybe even two. Get together some other kids who are interested and some people who have preformed before like you if you can find 'em. But before the teacher, have a plan. What play/musical will you do first? how much will it cost? Costumes? Props? Where will you preform and where will you buy the rights for the play? how many seats do you plan to fill? Etc.
its going to be hard work and i simply ask that you break a leg. (hahaha bad pun sorry sweatdrop )

actually its because of a bow. back in the old days if you did a good performance and the crowd was clapping like crazy you would do a second bow (like an encore) you would put one leg forward and bend the back while bowing (breaking a leg).

so the saying "break and leg" is to wish a great performance

After it gets set up you could even have your guys first play be a community theater play meaning people within the community come and participate as well which could be very helpful to getting people involved since I imagine if no one has ever tried to start one before then there is not much interest.
