well we have a few frigate un cpatained i saw we give em to the luitenets and mabye the egnsins as traing for becomneing captains

for training they have the four star destroyers and a large open space to fight each other with. other than that it just takes time or skill. also, even though some ships dont have captains, they are still in service. they're just controlled by the commander of the fleet they are assigned to.
