This. Lee had his own style as a kid and as a young genin; I think Gai offered the tights to all of his students, but Lee was the only one who willingly took them and actually wore them. I'm pretty sure Lee decided to get a bowl cut on his own too.

(Completely off topic, but could you imagine if Gai actually forced the tights on all three of his team members? Neji in tights. Neji in TIGHTS. not sure if it's emotion_dowant or burning_eyes )
