Unfortunately, I think that was one of the main bugs that was fixed in the recent update, so if you only downloaded recently, there's a good chance you've missed out on it.

I don't even understand what I'm doing wrong.

I'm trying to add friends or even see pending friend requests, but every time I go to the "social" button, It just says that I don't have any GL live friends. There's no button to access the site or anything...

To add friends or see pending requests, you have to go to the Gameloft site in the game. There should be a button on the drop menu that leads you there, I believe it is somewhere below the "social" button.
Once there, you go to friends and search the username and add the person.
To accept requests you go to messages, and there is a tab on the far right that says requests.

Oh...well, that would make sense, except that my scroll only unscrolls to reveal "Store", "Edit", "Elements", "Social" and then the top half of a purple book with a yellow silhouette of a pony on it.

As blatantly obvious as this may seem...
Have you actually tried swiping your finger vertically along the scroll, to 'scroll' through the icons?
I've never heard of the issue you're supposedly having, but when I click on my scroll and let it open, and leave it be, it seems to show exactly what you've described. So unless you have some sort of unknown bug, I'd try scrolling through them if you haven't already...

Like I said, my advice would normally be a pretty obvious fix, but I want to make sure that this isn't the issue...
