Your best bet would be to put ads in the papers, put up flyers, etc. where you live. I doubt you'll find anyone on Gaia, but good luck to you. 3nodding

it should be easy to find people to play where you live, plenty of people play that style of music in texas, try putting ads in your music shop, or hang around you local guitar center and try asking kids your age if they're interested.
also in school, i'm sure someone would be interested in picking up a guitar it's not that expensive any more.

Putting notices in the windows of your local music store, on a noticeboard at your school/college/wherever you spend your day, and in music magazines (some music magazines have a section for advertising for bandmates.)
Recruiting on Gaia forums is unlikely to work sadly, because the odds of finding someone in your area are pretty slim. sad I mean, I'd love to help you out and play bass for ya, but I live in England.
