SMT Nocturne style vocal effect help

Hey there everyone, I'm looking to do a bit of singing for a personal project, and I've been driving myself crazy trying to replicate the vocal effect used in the Shin Megami Tensei: Nocturne OST.

A prime example can be heard in this video as is shows the effect with and without music. I've looked around all over the net looking for info on replicating it, but have turned up absolutely nothing. So I figured I'd try my hand asking around here. If you have any info or ideas of how to replicate it, or heck, even just the name of the effect in question, I would greatly appreciate it.

It sounded like they increased the Attack and used the DeEsser effect as well as some echo n' delay in it.
