I guess I interpret it to be that we should judge people's inside and not their outside because God is judging their outside and inside.
To be fair, it says to do that to people who claim to be Christian as opposed to a blanket statement.

Presumably excommunication and the likes actually are trying to do this.

Haha okay you're right. I was on the phone when I was typing it so it makes sense that it doesn't make sense.

Alright, so what I meant to say was that how I interpret this passage is that God doesn't want us as humans to judge people on what they look like or what material things others have. He wants us to see the inside, see their beauty within, if they have beauty, and judge that person off of that. It should solely be based on their personality and good deeds. Stuff like that. Hopefully that makes a bit more sense.
