-Because there aren't enough nodes to place Moga per node.

-Gives a challenge when you are tracking a Moga to capture.

-Having as many nodes as Moga would just be annoying.

because it become hard to find mogas in places that have lots of mogas in it . i mean there is not any balance between place and a place

because every moga has it's kind to live in a node that's perfect for it.

They're Mogas a mythical creatures, so maybe he's perfect it the coasts.
