Why can't mogas be captured if they're a higher level?

Why is it that you have to be the same or higher level to capture that moga?


The only option to capture it is to use moga cash... converted from real money.
I'm just wondering.

actually I also want it to happen, I wanted to capture monsters which level is higher than the level of my monster

It prevented people from leapfrogging so they won't grind their mogas.
Now, if you don't have moga cash, you have to level up your moga to the other moga's level, or have a higher one.

Doesn't it just make sense to not be able to capture something higher level?

There's one thing I don't get.
Yesterday while playing,I ran into a level 14 Yugure.
Sent out my level 12 MoGa[The whale one...named it Moby].
Manged to whittle the Yugure down to the red zone for health and oddly enough,I was given the opportunity to catch it.

Would it have worked or was this a glitch?
