i finish got shen and tiano
if shen i only use 1 starseed
if tiano i only use 2 starseed

It doesn't matter which Moga you use to catch it. What you really need are these:

Lots of starseeds, lots of luck, and LOTS of patience.

After all, it's really based of the probability of success catching (aka: 4% or 9%) that you need luck to get it.
