Edgar appears at the same level as the highest moga on your current team. You must have been using level 19 mogas when you caught him.

Is it because of this event that different mogas (and levels) keeps appearing at cydonia castle even after I've finished the quest? Earlier all the mogas I met were level 16, and I met lots of Tigons and Yugures. :I Now I keep meeting beefe and weeplet level 11 (my team level is 16... ) Do I have to wait untill the next zodiac and the ghost dude stops "laying low"?

For numbers 2 and 3 they were levels 12 and 13. I went in there with two level 12s and a level 11 moga. I suppose it's different with your level. Number 4 was still level 20, though. And I haven't come across Edgar yet.

Yes it depends on the level of your moga, the team I'm using for the quests are all over 35 so I'm getting level 20s to battle. You can level up faster by doing the battles from Home, the ones where you can either visit for ss or battle them.

Just saying,Syrene and Shieldmaiden are level 20 and my team was in the 13s(and yes,it was a horrible defeat), so it's a set level and not based on the tamer's team.
