pls. clarify this situation

i was playing then suddenly i realized that puebelonia has changed levels most especially at the titans staircase. im having a bad and hard time .... and also i cant capture higher and lower mogas... pls help me here.... im really confused!!

The above quote explains the higher level Mogas.

Edit: I tried catching a Moga one level above mine and the "catch" button came up but it said I can't catch Mogas higher than my level. Luckily I had a Moga that was the same level as it.
