I was gifted a Moga by a friends and I'm now wondering can you freely give Mogas to others or is it only by special circumstances?

Special circumstances. Right now they are doing this star kitten promo and when you buy it you can give edgar to a friend. There have been events in the past where you could send a moga to friends such as icevia and golph.
