Cant use "Confuse"

I just to highlight that everytime my Messi or Electrotter use confuse and the opponent loses a turn, the game hangs and I have to restart the app to make my second continuous attack. Sometimes, I cant even resume my battle and I just lose all of my HP and moves I used up in the battle. Its annoying, because I cant use any mogos with that skill.

Anyone experiencing the same problem, or is it just me?

Anyway, whats the max level for each moga?
