I don't know about the freezing glitch, but you can contact the developers to fix it.

As for the Black Gold quest, they can't award you because the Mogas you've catch before are "study guide" to the "Final Exam" (Black Gold quest). You have to catch it in order to prove yourself that you can be a "Moga Master."
