If she does... It just won't be fair at all. She already got her 3rd skin, while Orianna and Yorick who came out after her have yet to get their 3rd.
And Rumble who came out before her has yet to get a 3rd skin.

And the list continues for champions who have yet to achieve a 3rd skin.
Vayne doesn't need a 4th.

I know a small handful of Riot personally - support specialists and a couple of designers - and have also been given a heads up about upcoming skins to champions who already have many (here's a hint: rock solid)
You should note, though, that skins take time to make. Most skins take more than 3 months to fully complete, this includes the design stages and all the meetings they host to gather feedback on the skin and to improve it's functionality. The Pulsefire Ezreal skin has been the most prolonged one so far, beating Garen and Xin Zhao's recent skins.

Since you only hear about skins months and months after their initial start, it seems like Riot is abandoning champs with fewer skins. But this isn't the case heart

Riot has also stated many many times that they produce skins based on champion popularity and how often the champion is played, not by the number of skins a champion has or how long they have been out.

I want to point out though, Lux has been a pretty big flop so far. They need to re-design her art completely.
Basically, when she was released, the community complained about her appearance. An artist named Katie spoke out and drew a new design for Lux, then posted it on the forum. Riot took her design and implemented it, and even hired Katie (Now she has done work such as Vayne and Leona). But Katie didn't draw the Lux splash art that you see now, because she wasn't hired back then. Now all of her skins are based around her Classic splash art and it's just horrible. Her face is morphed in almost every splash, and her hair is always inconsistent.

Katie did draw the splash art for Commando Lux, which was excellent, but the in-game model design .. Well, I don't think that skin sold very well. Then came along Imperial Lux, with an inconsistent splash/model... and with that horrible, horrible face.

I, Myself, have given in to Lux's skins. Sure, her skins are horrible on the NA version, but I love Lux so much that I have bought Spellthief, Sorceress and Imperial. I like using Imperial for her cool weapon, I like using Sorceress for her white gloves, and Spellthief is probably the most normal skin she has.

Yes, that's been established. It wouldn't make sense if they spent a lot of resources on skins for champs that draw little to no attention from League fans.

That said, there are popular and well-played champs like Sona and Soraka and Swain, etc, which have very little skins. Probably the reason why Guqin Sona came along, and I hear a Soraka skin in the distant future. So we know Riot is catching up to the popular champs who don't have enough appealing skins~

Man, if skins came out based on popularity. Trundle would have gotten one and Urgot would have gotten a new one last year when he was broke.

I'm ok with Rumble not getting a new skin, he already has one of THE best skins in the game, he's the only champ I spent RP on for the bundle.

I was under the impression the IronStylus was the one who did Leona... Since he does art and constantly talks on Twitter about how he's so proud of his work on her. The new skin that just came out for her is even dedicated to him...
