Looking for an Artist that can do some coloring.

Basically I need someone to take this pic. And change the hair to brown and add a tattoo patter similar to the second picture covering his whole body (excluding the face and covered areas.) and if possible change his clothing color to all back. Can anyone do this? If so please give price, if this wrong place im sorry lol.
