So far, I've only gotten one candy, and I don't think the NPCs are giving any now that it's light out in Gaia...

EDIT: Waitwait! The NPCs have their costumes on again, and they ARE still giving out candy. ^^;

From what I've heard you need to have one of the Halloween items (from this year or last year) on to get candy from the NPCs.
