draw (random number generator) 8 lucky winners. The
drawing is over only when all of the tickets are sold out.
However, If I do need to shut down the lottery in the case
of an emergency, I will give everyone full refunds. It is very
unlikely though that this lottery will shut down. I've had
many successful lotto's in the past ^_^.
