Last time I checked honesty wouldn't work.
Because people don't want to bet in an obvious losing effort. If I ran this, I would make all the bets through me. The person suggests a price, and you can choose whether to accept it or not. For the better ones, you can go and raise the price. Therefore it encourages people to bet more.
