Because she killed her father and she told her mother about it, however, she betrayed Kate so marshal was called and began chasing her, I can't remember how did marshal knew Kate went to Australia... Otherwise, I was wrong.

Kate was a candidate, but her name was crossed off.

She went to Australia for some reason, and was working for some guy on a farm. The guy turned her in and the marshal caught her with the guy's help.

I wonder when her named was crossed off. She was visited by Jacob along with the other Candidates, so he must have had a plan for her. It couldn't have been when she blew up her father and started running. Sayid and Sawyer are killers, too, but they're still eligible.

Maybe it was that she kept running from things even on the Island, a place where people are supposed to start over. Actually, Kate has never shown any remorse for what she did to her father. I don't think she feels she deserves punishment for that.

I think Ben never made it because he essentially "lost his innocence" at a young age and developed into a very manipulative and dishonest person. His fate was sealed when Sayid shot him, so to speak.
