I also want to add that I have a fat friend who has trouble losing weight due to various health issues not associated with her size, and she loves lolita style. She looks good in it, too!

First off, being called fat isn't fun, endearment term or not. stare
Secondly, it should never matter what size you are to wear a style you love.
Third, telling someone that they sound "fat" for being a D cup is ******** rude, piss off.
Fourth, I think the problem lies more in that there aren't always lolita clothing available for girls of American or European sizes (i.e. taller, CURVIER, bigger foot size, etc). Therein lies the issues I think. The clothing industry is a bit restrictive to who can wear it soley in usually only offering sizes in a very narrow range. Additionally, not everyone can or has the material available to sew.

Now everyone stop fat shaming, be cute and lacy and frilly and love each other.

There is no "allowed" to wear Lolita. You bought/made a Lolita outfit? Great, wear it, you're a Lolita, end of.

Larger girls are "allowed", guys are "allowed", furries are "allowed". A Lolita wears frilly, poofy dresses because that's what s/he wants to wear, and f*ck what anyone thinks about that.

this. in many, many ways.
regardless of a fashion sense, people will insult you at some point.
whether they call you fat or not. to be honest, sometimes it's healthier
to be fat than super skinny. as long as you're healthy, it's okay 3nodding
