Kids shouldn't be able to date, in my opinion, until they are ready to handle a relationship and are ready for marriage if it works out. I see dating as finding a life partner, not as an entertainment or an amusement.
That said, I cannot say that it is morally wrong for people under 18 to date. That would be silly because that's just my personal opinion. The people's whose opinion matter in this situation or those responsible for her, her parents.

Romantic dating? I'd say 16. Basically, if you're old enough to drive, you should be able to date. That and you're two years removed from adulthood, and you should be mature enough to handle yourself and not do anything stupid.
I'd say they can start "dating" in middle school. Dating in middle school usually consists of holding hands and slow dancing with one person until you feel like holding hands and slow dancing with somebody else.

Start dating more towards the middle of high school.

I started dating my boyfriend at 15, right before turning 16, and I'm turning 18 this summer. I wasn't really looking for a steady relationship, but it worked, and why shoot down a good thing if it's working out?
We're moving in together this summer.

When kids are that age and dating most of them don't know the concept of it.
They mostly just hang out together and if they kiss then it's mostly on the cheek.
But if they want to be serious about it then 10 is a bit too young.
I'd have to say around 16 is fine to date, they have their lisence so they can go places without parents restriction.

I think it depends on the maturity of the person more than the age. Honestly, some people at 18 are still too immature to handle anything.

I had my first boyfriend at 13.
Around then, I guess, is a good time to start.
I didn't really start dating until I was 16 myself. It was horrible.
