Sears, JC Penney, Macy's, Dillards... those are the ones at my local mall. Oh, places like Kohls would have them too.

I found an Oscar de la Renta sweater vest at my local Ross Dress for Less for $8.99. You could also try thrift stores if you're broke.

lol my hs principal wears the dorkiest sweater vests, so around here we're all kind of prejudiced against them XD

I find that thrift stores tend to usually have some nice ones that aren't very much money.

I swear mine with a Steampunk look, and I kind of like the effect. Pocketwatch and pearls, knit fingerless gloves and dark nailpolish, etc. But I probably wouldn't have bought a sweater vest if it weren't Oscar de la Renta.
