Um... yes it does. For one, certain strands of HPV, which is an STI, can cause cervical cancer in women.

Weeell, I've not used a cup, but from what I know, if you put it in properly, there shouldn't be any air bubbles - because you have to fold the cup to insert it, so that should get rid of any air. I shouldn't think it'd be a problem even if there was a small amount of air, anyway. Anyone who's used a cup around to confirm??
