Walk up the stairs with her. Just be at her side to guide her up the stairs.

One of my dogs is afraid to use the stairs too. He is my oldest dog at like 11 years old or so. He will stand at the top or the bottom of the stair case and just bark. He is terrified to go down the stairs alone. Not sure why since he always used to be able to. But I just have to walk him down the stairs. Hold him by the collar and just slowly guide him down.
