I think it's because of poor marketing
and also because the album's commercial
appeal just isn't up there with the likes of
Katy Perry or even queen Bey.

Gaga is still weird to some people, so
the sales of a high concept art album were
obviously not going to outshine that of
a teenage self-empowering anthem album
like Born this Way.

People are realizing how superficial and hypocritical she is (one example, always talking about loving your body yet while dressing skimpily during performances like many other female pop artists), not to mention how pretentious she is. She was referring to herself as an immortal figure in pop music very early on, when she really had only fad status and not legendary.

The album wasn't made to sell numbers. It was just a fun album she's stated this before it's release. That and also the fact that it bounces around from one genre to the next, there isn't much of a coherent flow through out the album even the same genre songs are scattered everywhere across the tracklist xd
