Effective, however, ignorant.
I understand that the Kuro-gang has killed in the past, especially Gino, but the past is the past.
Now is the time for peace making, not war causing.
Enough of the bloodshed, it will continue to give Kuro a bad name, worse than it already is.

I move, therefore, to make both economic and territorial advances against the detested Blutsauger without granting them a firm front against which to direct their troops. It is best to undermine their supply lines and harry them from afar.
