I've found it's just make a post. You get both the toga & the red cup. At least when you post in the kitchen. So you both should have it by now.

I figured it out, you got to the Kitchen sub-forum in the frat party forum and post in the thread called little red cup

The only way to get the cup is to go to the Frat Party forum and click the Kitchen subforum link.
Posting doesn't grant it, just clicking the link does.
