He was not driving at all, he was on foot.

Betcha ;the man was a person of color. And while he probably did the crime, he certainly was not a convicted criminal, death was way over the top as punishment (it was decorative stones....likely penalty a fine), and.....um....he never had a trial. Oh, and yes....that does sound like extremely bad driving for which a lay person would most likely have been arrested for manslaughter.

Nothing new - Les Miserables was a French novel about a man put on a prison ship for 20 years over a loaf of bread....

He was caught in the act and ran like an idiot. Damaging the sidewalk could cause dangers for pedestrians, cyclists, and the wheelchair-bound so it is not just a simple theft.

Hope the dead guy had no kids, because otherwise he is a perfect candidate for a Darwin award.
