well if you take only splicers versus raiders then raiders would most likely win.
if you take all the enemies from the 2 games then fallout still wins.

Splicers, because the raiders wouldn't stand a chance fighting the Houdini Splicers or Spider Splicers. Anyway, the raiders would die to them if they die to ghouls!

The Strongest Raiders couldn't beat the Strongest Splicers, but the Weakest Raiders could beat the Weakest Splicers. Also The Strongest Super Mutants could eaisly beat the Strongest Big Daddys cause the strongest Super Mutant are the Behemoths
