Maybe your are meant to be who you are ?
You can't get rid of fat in a certain part of your body. Losing fat doesn't work like that. Some people have areas where it comes off more easily than others, while others have to struggle to get it off. What you can do however is strengthen and enlarge the muscles in that particular area which will make it look more defined and will help you lose weight over all.

Exercises like Camo Ninja and phoenomenal suggested will go a long way into helping you gain back muscle. Make sure you warm up properly and also have proper form otherwise you can injure yourself and not get a full workout. Best of luck!
Try Lat pulls (where you pull a weighted pulley down from a machine from an extended arm to a bent arm) or try rowing! I row, and it does make your upper back incredibly strong.

Basically, any exercise that you do to PULL with your arms works on your upper back, and any exercise you do to PUSH with your arms is for your chest.
