I feel like this is going to be a really good one.
I have so many possible ideas, but none of them fit quite right.
whee I love the riddles that give semi-easy little hints like half-blood. When I see things like that I think, "Oh awesome! That narrows it down...to a lot of people still."

He was always kind and di the right thing, but the Ministry and the Prophet depict him as a liar and etc. People used this bad publicity as proof that he isn't as great as some think he is.

When the rumors about him surfaced, some of his friends and schoolmates shunned him and believed the prophet more than him.

I'd suggest this was about Ariana's death.
And his manipulation of Harry for 'death'.
And his plans with Grindelwald about wanting to suppress the Muggles. The 'overwhelming proof' being the letter in Rita's book.

His mother was Muggle-born even though she 'pretended otherwise' and obviously, Albus is a champion for justice. ((God, I fell like Sailor Moon XD)

Not many people knew about Albus' friendship with Gellert and they get angry at Rita's book and is it Elphias Dodge gets really angry and tells Harry not to believe a word of it.

I'd like to guess Professor Horace Slughorn

I've got some reasoning.

Never was guilty,
Despite overwhelming proof,

He is sort of guilty of aiding Voldemort in learning how to make a horcrux. But he has never gone over to the dark side, and has morals. So in this way, he doesn't truly have guilt.

It is unknown for sure what Slughorn's status is, but he is either pure blood or half blood. He is a friend of justice and truth in several ways: one he is a personal friend of A. Dumbledore, and two, he maintained his morals despite his ambition and refuses to join the death eaters, three, he helps harry, the figurehead of justice and truth.

He befriends those he thinks will make it big, but shuns others. He also keeps secrets about his past with Voldie from everyone, even his friends. This secret makes Dumbledore and Harry upset because they need it.

He's chubby and overindulgent. He also prides himself on having tons of friends in high places, thus making him important (and larger than life) by association.
