Picard was clearly the superior captain, as his diplomatic nature and intelligence took real strength and tactics as opposed to having an incredible stroke of luck during each encounter. While risk-taking is part of the job Kirk would prove to be incompetent when compared to Picard if the situation ever called for any real valor. And besides, who else but Picard could take on three Naussicans and a dagger through the heart and live to tell the tale? No one, that's who.
