The whole 'similarity between Terra and Xehanort' thing has been explored quite thoroughly.
The thing I like most about it is that the Emblem Heartless are imbued with Xehanort (As Ansem)'s personal emblem, according to the Ansem Reports.
Terra has a belt buckle that looks vaguely like the Heartless symbol turned upside down.

Terra is basically identical to Xehanort *looking for better picture, I've seen some great comparison ones* except his eyes are blue and hair is brown. In the second trailer, Terra's eyes turn the same gold as Xehanort's. I think the khwikia said that powers of darkness and corridors of darkness have the physical effects of turning one's skin darker, hair white and eyes gold, and that the Organization cloaks prevent these effects.

The armor that looks like Terra's in II Final Mix says that all he can remember is Xehanort's name. Various sources say that Terra has amnesia at some point in the game. If this is at the end of the game, and all he can remember is Xehanort's name, it would make sense that he would take that name as his own.

In II Final Mix, Xemnas talks to Aqua's armor and calls it "old friend." Xigbar, who was around during the events of BBS as his former self Braig, tells Zexion about how Xehanort came to Ansem's castle long ago. I think he even hints that it's around the time of BBS or shortly after (I need to double check that, it's been a long time since I've seen that video.)

The only problem with this theory is it seems too obvious to me, and KH usually avoids doing something so obvious.

A word of advice do not try to understand any of the KH storyline. I've tried to many times and its to impossible, the game seems to get lost in itself half the time.
